Jose Humberto Rios Lozano is an attorney licensed to practice throughout the Republic of Mexico and in 2009, received a Foreign Legal Consultant Certification from the State Bar of Texas.  Humberto is one of only 5 Mexican lawyers to hold such a certification in Texas.  He graduated from the Universidad Autonoma de Nuevo Leon Facultad de Derechos y Ciencias Juridicas in 1994. Humberto received additional certifications from the University in International Law in 1995 and in Criminal Law in 1999.

Humberto is a member of the United States - Mexico Bar Association. He has served as President of the Tamaulipas Chapter of the Colegio Juridico Nacional and as a delegate for the State of Tampaulipas to the Association of Litigation. Humberto has been a member of Consejo Nacional de Abogados as well as the Barra de Abogados de la Riberena.

Humberto has been an invited speaker at CLE seminars, including as a panelist and participant in a mock mediation titled Cross Border Products Liability - Personal Injury Case Study at the 10th Annual Conference of the Texas - Mexico Bar Association (now the United States - Mexico Bar Association) held at the University of Texas School of Law in Austin, Texas in 2003. Humberto was a speaker on cross-border litigation at the Texas Association of Defense Counsel's Annual Conference held in Cozumel, Mexico in the summer of 2005. And, Humberto authored a paper titled The Importance of the Investigacion Previa to Cross Border Litigation in Death and Personal Injury Cases presented at a continuing legal education seminar hosted by the State Bar of Texas on South Padre Island, Texas in May 2006.

Humberto has rendered expert reports on Mexican law for litigation pending in the United States. He has also testified by affidavit and in open courts as an expert on Mexican Law.
